A bold accusation has been made, and it's time to delve into the details. Strategic Mobilisation Ghana Limited (SML), a company providing crucial revenue assurance services, has taken a stand against the Office of the Special Prosecutor (OSP). In a petition to the Commission on Human Rights and Administrative Justice (CHRAJ), SML alleges a shocking tale of bias, abuse of power, and injustice.
Dated November 12, 2025, and signed by SML's CEO, Evans Adusei, the petition is a cry for justice. It highlights what SML describes as a gross abuse of power and a violation of fair administrative practices by the OSP. But here's where it gets controversial...
SML is calling for a full inquiry into the actions of the OSP's lead investigator, Mr. Albert Akurugu, and even implicates the Special Prosecutor, Mr. Kissi Agyebeng. This is a serious allegation, and it raises questions about the integrity of the entire investigation process.
The background to this dispute is intriguing. SML was engaged by the Ghana Revenue Authority (GRA) in 2018 to address what they termed as 'systemic failures' under a previous contractor, West Blue Consulting. SML's work seemed to bear fruit, with fiscal recoveries exceeding $1.35 million in just two months.
However, SML claims that they have been targeted by officials within the OSP, particularly Mr. Akurugu, who has a history with the Customs Division of the GRA during West Blue's tenure. SML argues that Mr. Akurugu's past association presents a clear conflict of interest and that his actions were driven by personal animosity and a desire for revenge.
During interrogations, Mr. Akurugu allegedly made threatening statements, saying he would ensure SML and its CEO never worked again. SML claims these remarks were recorded on OSP's video recordings, adding a layer of evidence to their claims.
But the controversy doesn't end there. SML also accuses the OSP of mishandling evidence during a raid on their offices in Osu and Tema on June 10, 2025. They claim that officers damaged servers, dismantled CCTV systems, and violated digital forensic protocols, all in an attempt to cripple SML's operations.
According to SML, this action not only breached international standards but also resulted in the damage or seizure of critical hardware components.
And this is the part most people miss... SML further accuses the OSP of deliberately suppressing evidence from key institutions like the GRA, National Petroleum Authority, Ministry of Finance, and Ghana Standards Authority, all of which, SML claims, validated their work.
The OSP's report, according to SML, paints a biased picture, favoring West Blue while downplaying SML's contributions. SML insists that their engagement was necessary to fill gaps in Ghana's revenue system and that West Blue's system had operational issues.
Before the OSP's raid, SML alleges that individuals connected to companies whose licenses were revoked by the Customs Division sent threatening messages to a former Customs Commissioner, mentioning SML specifically. This, SML believes, is part of a coordinated attack, a retaliation for actions taken during previous GRA management.
SML argues that Mr. Akurugu's leadership of the investigation was inappropriate due to his close ties with actors from the West Blue era.
In their petition, SML requests CHRAJ to investigate the OSP's handling of their case, examine Mr. Akurugu's role and any potential involvement of Mr. Agyebeng, order the OSP to produce the video recordings of the alleged threats, recommend disciplinary actions, and issue any just and equitable orders.
SML believes that the OSP's actions have caused operational harm, damaged their reputation, and violated their constitutional rights.
